DW Environmental is a small-woman owned business that specializes in environmental air quality analyses. The owner, Ms. Deborah Dutcher Wilson is an air quality specialist / meteorologist with 17 years of experience in the area of air quality assessments and over 20 years in the field of meteorology. Her experience includes performing air quality modeling for numerous airport and highway facilities as well as stationary source projects, including phosphate and pulp and paper facilities. She has managed numerous air quality projects (including the air quality analyses associated with EISs / EAs, Transportation Facility Permits, and state air programs), which have involved air quality modeling, source emissions characterization, and impact analyses.
She has varied experience in air quality modeling and in developing guidance to determine, summarize, and ensure compliance status for both mobile and stationary sources. She is well-versed in performing dispersion modeling analyses to demonstrate compliance with the NAAQS and in preparing emission inventories to identify project-related impacts for General and Transportation Conformity determinations. She has developed a working knowledge of the following air quality models: AERMOD, EDMS, ISC3, SCREEN3, EMFAC2007, MOBILE6, CAL3QHC/R, and PAL2. Other projects have entailed modeling existing air pollution problems (i.e., ozone forecasting) and providing project-specific meteorological support using PCRAMMET, MPRM, and AERMET data processing programs. Ms. Wilson served on the Design Review Group for the FAA's EDMS program.
